The victim, David Ben Lulu from Jerusalem, had dual Israeli-French citizenship, and as such the Foreign Ministry had to coordinate between Vietnam and France in order to retrieve his remains.

The National Road Safety Authority reported that 341 Israelis were killed on the roads of the country in 2019, a 10% increase when compared to 2018.
