It can be assumed that the administration is not seeking to change the 14th Amendment's text, but rather to set a new precedent for its interpretation and enforcement.

The report stated that US President Donald Trump will send special envoys Steve Witkoff and Jared Kushner to Moscow to make a direct offer to Russian President Vladimir Putin. 

Under the original US-backed plan, which has since been revised, Ukraine would lose Crimea and most of the Donbas region, including parts that have not officially been taken by Russia.

The plan includes strengthened security guarantees and would leave the major sticking points of the ceasefire for Ukrainian President Zelensky and US President Trump to discuss.
