A nationwide support program operated by the NGO Kivunim - Pathways to Independence is working to enable young adults who are deaf or hard of hearing to enlist in the IDF.

The program is designed for young adults ages 16-26, providing ongoing support from high school through enlistment, screening, and placement, and continues to follow up with participants throughout their service. Young adults joining the program receive individual and group support, accommodations, and professional guidance.

"Young adults with disabilities still face many obstacles," said Gidi Zur, VP Development and founder of Kivunim. "Overprotection, lack of accessibility, and limited opportunities to gain the skills and confidence needed for independent living.”

Each participant is supported in reaching a role where they can serve meaningfully, guided by their abilities and aspirations.

“Inclusion is not about the individuals adapting to the system," said Zur. "It is about the system evolving to include all citizens as equal participants."

A police officer with hearing loss

One program participant, Sahar Cibulski from Ramat Gan, joined the police force.

"I wanted to serve fully, like everyone else," said Sahar, describing how Kivunim's support enabled him to graduate from his course at the National Police Academy in Beit Shemesh.

"My adviser from Kivunim came to the graduation ceremony and supported me throughout the entire process - it strengthened me immensely," Sahar said. "I recommend that any potential recruit ask questions, seek help, and not be afraid. Kivunim will guide and support you through every stage."

Kivunim operates several other Life Preparatory programs, including Wings for participants with physical or sensory disabilities; Carmel for high-functioning autistic adults; and Al-mustaqbal ("the future") for Arabic speakers.
