On Wednesday, August 27, ICR announced the official submission of a major urban renewal plan for the Kiryat Shprinzak neighborhood in Haifa. The project includes the construction of approximately 2,400 residential units and commercial space.

The plan, promoted by ICR Israel Canada Raham, has been approved for submission by the District Planning Committee. ICR is managed by Dalit Raviv and jointly owned by Israel Canada (Barak Rosen and Assi Tuchmayer) and ORC LAND (Raz Oded).

This urban renewal (evacuation and reconstruction) plan spans approximately 65 dunams. It involves demolishing around 25 old residential buildings, each 3–4 stories high, totaling about 550 housing units that lack secure rooms and do not meet earthquake standards. In their place, ICR will construct about 20 new buildings ranging from 9 to 35 stories, totaling approximately 2,400 residential units.

The project will feature a mix of 3-, 4-, and 5-room apartments, garden apartments, and penthouses, combining high-rise and mid-rise construction. The plan also integrates natural parkland with exceptional views of the Haifa coastline. Additionally, the plan includes mixed-use zoning, with designated spaces for public buildings and commercial areas.

Of the 2,400 units, around 1,850 will be marketed by ICR, while the remainder will be designated for existing residents as compensation housing.

Project scope:

  • Residential space: 150,000 sqm

  • Commercial space: 3,500 sqm

  • Public built space: 11,000 sqm

  • Open public space: approx. 1.5 hectares

This achievement in Kiryat Shprinzak adds to a series of major successes by ICR over the past year, including:

  • Winning a major tender to build 900 units on Rothschild Street in Rishon LeZion

  • Receiving full building permits for the “Pastoral” project in Kiryat Yovel, Jerusalem (425 units)

  • Receiving full building permits for the “AIR” project in Givatayim (333 units)

  • Submitting the plan for the Rabbi Akiva project in Holon (492 units)

About the Stromma–Jean Jaurès Complex

The Stromma–Jean Jaurès complex is a large and unique area in western Haifa, in the Kiryat Shprinzak neighborhood, situated on the western slopes of Mount Carmel. It is bordered by Ein HaYam to the north, Ramat Hanasi and Neve David to the south, and Sha'ar HaAliya to the west.

The neighborhood is built on a cliff facing the sea. Eli Cohen Park, a charming slice of urban nature, is integrated into the design through green "fingers" that weave into the construction. Along with the panoramic sea views visible from almost every point in the complex, these are features that distinguish it from other developments in the area.

The advancement of this project allows ICR to provide the current residents with new, spacious apartments with secure rooms, significantly improving their quality of life. The average aerial distance from the sea is just 500 meters, with many units enjoying open sea views. The complex is surrounded by parks and public gardens, including the Shikmona Coastal Reserve and Eli Cohen Park, which extends into the project as an integral component.

The plan offers mixed-use residential construction of 2,400 units in buildings ranging from 9 to 35 stories. It ensures space for public use, connects to the surrounding neighborhoods, and provides a north-south landscape corridor. It also significantly improves traffic flow and pedestrian accessibility while preserving natural and landscape values and integrating them into the planning framework.
